The development of the Antonov An-124 Ruslan (NATO designator: Condor) began in 1977 in Kiev, Ukraine, under the direction of the Antonov Design Bureau team headed by Petr V. Balabuev. The prototype, powered by four Lotarev D-18T high-pressure turboprop engines, first flew on 26 December 1982.

The aircraft was designed to carry heavy and bulky loads. Its production began in 1979 in Ukraine and Russia, and prototypes were built in various locations in the Soviet Union. The An-124 was first introduced to the Western world at the Paris Airshow in 1985. Oleg Tolmachov was the chief engineer of the An-124 and also the An-225.

After the collapse of the Soviet Union, commercial operations with the An-124 were quickly initiated, leading to the receipt of civil certification from Antonov on 30 December 1992. Various commercial operators often acquired refurbished former military transport aircraft or stored fuselages in lieu of new machines. As of July 2013, there were 26 An-124s in commercial service and ten more on order.
